Land not zoned for development
Do you own a rural lot and want to build a prefabricated home? We’ll explain the requirements, what types of homes are typically permitted, and why the StarModul system is a good fit for rural lots.

The short answer
Yes, but not on just any lot or for just any use. It depends on the land classification, the regulations of your autonomous community and your local government, the size of the lot, and the intended use of the home.
A prefabricated home has the same legal status as a brick or concrete home: the law regulates land use and soil type, not the construction method. That is why it is a good idea to check feasibility before purchasing the land.
For informational purposes only. Zoning regulations vary greatly from one autonomous community to another and from one municipality to another. Before buying a plot of land or commissioning a project, always consult with your local government’s planning department and a professional.
Regulatory Framework
These are the factors that determine whether you can build your prefabricated home on a rural lot.
Protected non-developable land (due to its natural, agricultural, or scenic value) generally does not allow for residential development. Ordinary non-developable land may allow for residential development under certain conditions. This is specified in your municipality’s zoning plan.
Almost all regions require a minimum lot size for rural construction. It can range from one to several hectares, and it is one of the most difficult requirements to meet.
In many communities, such as Catalonia, housing is permitted only if it is associated with agricultural or livestock operations on the same property, and proof of that activity must be provided.
In addition to the building permit, prior authorization from the autonomous community is usually required. This process can delay the start of construction by several months. The general steps are outlined in the section on permits for prefabricated homes.
The area that can be built on as a raw lot is small relative to the size of the lot. Together with the minimum lot size, it determines the maximum size of your house.
Many rural properties are not connected to utility networks. You’ll need to come up with your own solutions: solar panels with batteries, a well or rainwater tank, and an approved wastewater treatment system or septic tank.
Lleida and Tarragona
In Catalonia, land not zoned for development is heavily protected. In general, housing is permitted only in the following cases:
If this doesn't apply to you, one alternative is to build on urban land. In the provinces of Lleida and Tarragona, we build turnkey homes.
Why Industrialized?
In addition to the speed and quality control offered by industrialized construction, bolted steel structures offer specific advantages in the field.
The steel structure is lightweight, so the foundation is lighter as well: less excavation and less disruption to the ground.
The parts arrive in standard trucks and are assembled using light equipment, without large cranes. Ideal for narrow or unpaved roads.
The structure is assembled in one week, and the insulation panels are installed in another. This means less construction time in a remote area and less risk from bad weather.
With a transmittance of 0.155 W/m²K in the walls, the house requires very little heating or cooling: it works well with solar panels and batteries.
There are no set designs: we design the house and the foundation to fit the shape and slope of your lot.
Since the structure is bolted together—without welding—it can be disassembled. In some cases, the fact that the structure is reversible makes it easier to obtain permits.
What Can I Build?
Each autonomous community has its own rules, but these are the uses most commonly permitted on rural land. In all cases, the house is designed within the limits set by the regulations.
For the owner or workers of a crop or livestock farm on the same property. This is the most common type of dwelling permitted on rural land, including in Catalonia.
Some communities allow a single dwelling on communal rural land if the minimum lot size, setbacks, and allowable floor area requirements are met. In Catalonia, generally speaking, this is not the case.
Rural lodging facilities tend to have more amenities because they complement agricultural activities. With StarModul, you can build anything from a single cabin to multiple units: check out the bungalows and prefabricated modules.
Yes. Zoning regulations govern land use (residential, agricultural, tourist) and land classification, not the construction method. A StarModul home is subject to the same restrictions, permits, and requirements as a brick or concrete home on the same lot.
It depends on the autonomous community and the municipality. Some autonomous communities allow it on common rural land if the minimum lot size and buildable area requirements are met. In Catalonia, in general, the residence must be linked to an agricultural operation. Check with your local city hall before making a decision.
For rural land, the preliminary procedures take longer: permits can take several months, depending on the region. Once the permit is granted, construction with StarModul takes 3 to 4 months.
If there is no access to the power grid, the standard setup typically includes a solar power system with batteries for electricity, a well or a rainwater tank for water, and a compact wastewater treatment system or an approved septic tank for sewage. For a turnkey home, we can include these systems in the project.
This isn't a problem for the system. We design the foundation to fit the topography of the lot (footings at different depths, walls, or slabs), and the steel structure adapts to the differences in elevation between supports.
